My experience with Honda singles has been that the gears wear as well as the chain pins and plates (the reason for so called chain stretch). Put the new chain over the old gear and see how much you slack you have in the chain. Have a shop show you how much is normal for a new or low mileage unit so you can compare it to yours. Shops will put in the gears to protect themselves from short life on the new chain and customers concerns. If you are doing it yourself, then cutomer satisfaction is between you and the face in the mirror. If any teeth on either gear are hooked or deformned in any way it is gear time and I would do both together if one needs it. Cam is easy, crank gear may be a learning experience. Some are press fit and come off with difficulty, others are retained by a nut or other retainer and are pretty easy. If the crank is still in the case, be careful hammering and to avoid damaging any bearings.
